Japan supports 2 projects in Hodeidah

SANA'A, Dec. 23 (Saba) - Japan has decided to extend two grants amounting to YR 35.5 million for expanding a school and improving water supply at Zabid district in Hodeidah province, the Japanese embassy said on Wednesday. In a press release, the embassy said that the two grants were approved under the scheme called "Grant Assistance for Glass-roots Human Security Projects". "The scheme aims at supporting small-scale community-based projects in basic human needs, such as primary health care, basic education and water supply in the developing countries", said the embassy. The first grant will be used for the construction of 2-story school building for 600 children currently studying under the shade of trees. The second one will be used for purchasing 2 water pumps, 2 generators and construction of 2 rooms, providing drinking water for 3,828 beneficiaries in villages of Zabid. The two agreements were signed by Japanese ambassador to Yemen Mr. Masakazu Toshikage, the chairwoman of Water and Environment Sanitation Group Ms. Fatima Gilan and Ms. Fatima Ali Kala'a the chairwoman of Zabid Urban and Rural Development Society. During this Japanese fiscal year (April 01, 2009-March 31, 2010), Japan funded nine projects so far including these two in Yemen, amounting to $727,481 under above mentioned Japanese scheme. In the last Japanese fiscal year, Japan funded 16 projects in Yemen with a total amount of more than $102 million.

$158,549 in further Japan aid to Yemen

SANA'A, Dec. 23 (Saba) - Japan has granted about $158,549 to Yemen in aid of two developmental projects in Sana'a and Hodieda. Part of the sum, about $ 77,589, will be used for the project of 'Improving Water Supply in Jihana, Sana'a'. The sum will provide one pump, 2 generators and pipelines to supply drinking water for 2,500 beneficiaries, living in very dry area. The rest would be directed for the project of 'Improving School Bus Operation of Deaf and Mute Care and Rehabilitation Society under the scheme of 'Grant Assistance for Grass-roots Human Security Projects'. 2 microbuses for 360 deaf and mute pupils, by which they will be able to have a safe access to the school, would be purchased. The scheme aims at supporting small-scale community-based projects in basic human needs field, such as primary health care, basic education and water supply in the developing countries. The grant was signed by the Japanese ambassador to the Republic Masakazu Toshikage and Mohammed Saleh Al-Shami, the secretary General of Jihanah Local council, and Ghamdan Mohamed Shamsan, the Chairman of the Deaf and Mute care and Rehabilitation Association of al-Hodeidah. So far this year, Japan funded seven projects in Yemen including these two at a cost of $536,773. In the last Japanese fiscal year, Japan funded 16 projects under the same scheme with a total amount of more than USD 1.2 million.

Yemen, JICA discuss vocational cooperation

SANA'A, Dec. 13 (Saba) - Minister of technical education and vocational training Ibrahim Hajari held a meeting on Sunday with representative of Japanese International Cooperation Agency (JICA) to Yemen over mutual cooperation between the ministry and the agency in field of technical and vocational training. They discussed a mechanism of implementing Train of Trainers program presented by the Japanese experts in different fields in vocational institutes across the country. The minister affirmed importance of benefiting from the Japanese experiences in field of training, saying that the ministry would offer all the facilities for the experts to quality the Yemeni trainers in the institutes. For his part, the JICA representative highlighted level of the cooperation with the ministry.

Yemen, Japan sign two agreements worth over $7 mln

SANA'A, Dec.12 (Saba) - Yemen and Japan signed here on Saturday two agreements on a grant of $6.2 million within "the Japanese Aid Program for environment and climate changes" and a culture grant of $890 thousands to the Central Laboratory of Sana'a University. The two agreements signed by Minister of Planning and International Cooperation Abdul Karim al-Arhabi and Japanese ambassador to Yemen Masakazu Toshikage. The environmental agreement stipulated installing solar energy unit at Al-Wehdah Hospital in Aden governorate, as a pilot project supports Yemen's efforts in developing alternative resource of energy. The cultural grant will be devoted for purchasing various research equipments to the Central Laboratory of Sana'a University aiming to promote the higher education level and the environmental and health researches in the university and enhance the researches of chemical and biological sciences. Al-Arhabi praised the Japanese government's contribution to support our country's efforts in the different field of development, affirming Yemen's interest to boost the bilateral cooperation between the two friendly countries. For his part, the Japanese ambassador confirmed his country's keenness to continue to support development process in Yemen, noting the steady development witnessed by the Yemen-Japanese relations.

Minister of Industry and Trade returns home

SANA'A, Dec.11 (Saba) - Minster of Industry and Trade Yahya al-Mutawakil returned home on Friday after participation in the Japan-Arab Economic Forum held in Japan's capital, Tokyo, during December 7 - 9. Speaking to Saba, al-Mutawakil made it clear that the forum addressed areas of joint cooperation between Japan and Arab states to increase trade cooperation between the two sides, as Japan is the most important partner for the Arab region in the commercial side. He said that Japan expressed its readiness to cooperate with the Arab countries in all economic fields and emphasized on achieving the peace in the region as it is a key factor to reach the economic cooperation. Yemen's paper in the forum dealt with the possibility of developing the commercial cooperation areas between Yemen and Japan and availing from the Japanese capacities in industry and energy fields, al-Mutawakil indicated. It is worth to mention that the Arab League has signed on establishing the Japan-Arab Economic Forum, as it is a mechanism of the joint cooperation and dialog between the Arab states and Japan.

Yemen, Japan review projects security situations

SANA'A, Dec. 09 (Saba) - Minister of Interior Rashad al-Masri met on Wednesday with a delegation of the Japan International Cooperation Agency (JICA). They discussed a number of issues and topics pertinent to the security situations where the JICA implements a number of development project for the country. The minister affirmed that the security situations in those locations are safe and all foreign workers in Yemen are settled down as well. The JICA delegation valued efforts being exerted by the Interior Ministry to secure the projects the Agency is executing within the cooperation programs between Yemen and Japan.

SANA'A, Dec. 09 (Saba) - Sana'a governor Human Duwaid received on Wednesday the resident representative of the Japan International Cooperation Development (JICA) Takeshi Komori. During the meeting, Duwait praised the support presented by the Japanese government for Yemen for a number of development projects in the country, affirming that the Japanese experts and people in Yemen will be given all care and facilitation needed. He noted that the kidnapping case of the Japanese engineer in Yemen is an odd incident and has no effect on the growing Yemeni-Japanese relations. For his part, Komori affirmed that the Japanese government will continue to present help and support for the various developmental projects in Yemen, thanking the Yemeni government for managing to release the Japanese kidnapped hostage in safety.

Yemen, Japan discuss cooperation aspects

TOKYO, Dec. 09 (Saba) - Minister of Industry and Trade Yahya al-Mutawakil discussed on Wednesday with the Japanese Minster of Economy, Trade and Industry Masayuki Naoshima the bilateral relations between the two friendly countries. The meeting dealt with the steps taken by Yemen to join the World Trade Organization (WTO) in which the Japanese stressed support for Yemen to join WTO. The two officials also review promoting the Japanese investment in Yemen as well as encouraging Japanese businessmen to get benefit from investment opportunities in the country.

Japan continues its developmental support to Yemen

SANA'A, Dec.08 (Saba) - The Director General of the Middle East and Europe Department of Japan International Cooperation Agency (JICA) affirmed on Tuesday the Japanese government's keenness to keep offering its developmental support to Yemen. This came during a meeting gathered Deputy Minister of Planning and International Cooperation Hisham Sharaf and the JICA official. In the meeting, Sharaf expressed Yemeni government's appreciation for the Japanese government's contributions to support development in Yemen, valuing the initiative of Japan to increase the volume of developmental support offered to Yemen during 2009. Sharaf reaffirmed Yemen's interest to surround all Japanese projects and experts working in Yemen with full care, considering the recent abducting incident, which a Japanese engineer exposed to last month, as an accident and it did not affect foreigners and Japanese turnout to visit Yemen. He affirmed that there is a steady development in the cooperation relations between Yemen and donors as these relates are based on the concept of partnership and common interests. For his part, the Japanese official valued the interest shown by Yemeni government to pay full attention and care for the Japanese experts and nationals working in Yemen.

Yemen participates in Arab-Japanese Economic Forum

TOKYO, Dec. 08 (Saba) - A Yemeni delegation participated on Monday in the Arab Japanese Economic Forum headed by Minister of Industry and Trade Yahya al-Mutawakel. The forum aimed at enhancing means of the economic cooperation between Arab countries and Japan in addition to organize events to promote investment opportunities. The first-day session of the forum discussed horizons of the Arab Japanese cooperation in fields of trade, investments, education, human resources development and small and medium enterprises development, waters, energy, environment and technology. The forum was attended by the secretary general of Arab league Amr Musa.

Amr Moussa Heads to Japan

CAIRO, Dec. 06 (Saba) - The Arab League's secretary-general Amr Moussa left Saturday Cairo for Tokyo on a three-day official visit to Japan, which will witness, the launch of the Japan-Arab Cooperation Forum, Qatar News Agency (QNA) has reported. During the visit, Moussa is scheduled to hold a series of meetings with senior Japanese officials, including Japan's Crown Prince, Prime Minister, Ministers of Foreign Affairs and Industry and Chairman of the House of Representatives. Head of the Arab League Secretary General's Office, Ambassador Hisham Youssef told reporters today that the launch of the Forum is a message to the Japanese public opinion expressing the Arab side interest in developing relations with Japan. He added that a memorandum of understanding between the Arab and the Japanese sides will be signed on Sunday to launch the Japan-Arab Cooperation Forum, scheduled for Monday. Concluding, the Egyptian official pointed out that the establishment of forums between the Arab League and the major regional and international groupings is a new approach adopted by the Arab League.

Saleh receives thank-you letter from Japanese PM

SANA'A, Nov. 25 (Saba) - President Ali Abdullah Saleh received on Wednesday a letter from Prime Minister of Japan Yukio Hatoyama thanking him for the efforts exerted by the Yemeni government in setting free the Japanese hostage in safety. Hatoyama affirmed, in the letter, concern of Japan to reinforce its ties with Yemen and to continue supporting development, economic and social process in Yemen. The Japanese hostage engineer Takeo Mashimo, 63, was kidnapped on November 15 and set free on November 23, 2009.

SANA'A, Nov. 25 (Saba) - Japanese Foreign Minister Katsuya Okada thanked on Wednesday Interior Minister Mutahar al-Masri for the efforts exerted to free the Japanese engineer Takyu Nashimo, who was abducted early last week by outlaw elements in the district of Arhab, Sana'a province. The Japanese official's thanks were in letter handed over to the Interior Minister by the Japanese ambassador to Sana'a Masakazu Toshikage. Okada accentuated in the letter that such accident would not influence the Japanese-Yemeni distinctive relations, which would witness more progress and enhancement. Japan will move forward in its efforts to support Yemen's social and economic development, the letter read. After almost a week-long captivity, Japanese hostage released

SANA'A, Nov. 24 (Saba) - The Japanese hostage who was kidnapped by tribesmen in the district of Arhab, Sana'a, early last week, has been released in Yemen after almost a week in captivity. The release of the engineer Takyu Nashimo, 63, came after major efforts by the authorities and tribal elders and people. Shortly after his release, the engineer was met in Sana'a by governor Noman Duwaid and Japan's envoy to Yemen Masakazu Toshikage. The Japanese embassy has thanked Yemen and all who contributed to the release for their care of foreigners and their safety. Duwaid said the release came though the demands of the kidnappers were not met. The kidnappers' main demand was to release a detainee held by the authorities four years ago on links to al-Qaeda. The demand was an exploitation by itself, Duwaid said, affirming the al-Qaeda suspect would not be released but under a court verdict. The kidnappers also tried to further exploit the situation, saying after the hostage was taken to the district of Arhab that al-Qaeda took him to Jawf province in northeast Yemen, Duwaid added. Suspect Hussein Abdullah Hussein Joub was said to have fought in Iraq against international troops who invaded Iraq in 2003. Information also said that he traveled to Lebanon and Syria and lived with militants. He was arrested as was back home coming from Iraq. Japanese hostage engineer freed

SANA'A, Nov. 23 (Saba) - The Japanese engineer Takeo Mashimo, 63, was freed on Monday after being kidnapped by an outlaw elements who took him to Arhab district of Sana'a last week. Sana'a governor Numan Duwaid along with the Japanese ambassador to Yemen Masakazu Toshikage met today with the freed hostage following his release in Sana'a. The governor expressed displeasure for this irresponsible act by those kidnappers, noting that the abduction of the Japanese engineer was condemned at the popular and official level. He affirmed that this incident will not shake the strong relations linking both the Yemeni and Japanese people, valuing Japan support for development in Yemen. Mashimo praised efforts of the Yemeni government in following his situation and safely releasing him.

Al-Alimi meets Japanese ambassador

JICA support for Yemeni coastguard discussed

TOKYO, Nov. 18 (Saba) - On the sideline of his visit to Japan, Chairman of Yemen Coastguard Brigadier Ali Rasa discussed in Tokyo with Director of Japanese International Cooperation Agency JICA over mutual cooperation between Yemen and the agency in combating piracy. Rasa reviewed challenges facing the Yemeni coastguard in combating piracy and smuggling acts, pointing to the importance of international support and the Japanese government for efforts of Yemen in this regard. He also pointed out to the progress in building the infrastructure of the Yemeni coastguard body, saying that the body still needs for further assistance to do its task affectively.

JPY 86 million in JICA support for rural water in Yemen

SANA'A, Nov. 17 (Saba) - Yemen struck on Tuesday a JICA deal worth 86 million Japanese yen, about $962,000, that would be used for 19 projects of supplying water for rural areas in five of Yemen's 21 provinces. The implementation of the projects is to start early next year including rebuilding and rehabilitating water grids at the target areas in Taiz, Ibb, Dhamar, Sana'a and Mahweet. More than 130,000 souls will benefit from the projects getting safe water. The agreement was signed by minister of Water and Irrigation Abdul Rahman al-Eryani and Japan's International Cooperation Agency's representative in Yemen Takeshi Komori. During the signing, al-Eryani said the deal comes to deepen cooperation between Yemen and the JICA, praising the Asian agency's support for development in the country. For his part, Komori reiterated his country's commitment toward development in Yemen, saying the agency will continue to support rural water projects through conducting necessary studies and providing financial and technical assistance.

Japan supports water projects in Yemen with $16 mln

SANA'A, Nov.14 (Saba) - An agreement was signed here on Saturday at Ministry of Planning and International Cooperation through which Japanese government grants $16 million to Yemen for financing the rural water projects. The agreement signed by Minister of Planning and International Cooperation Abdul Karim al-Arhabi and Charge d'affaires of Japan embassy in Sana'a includes funding and preparing a detailed design for the rural water supply project. The project aims at providing water in 19 areas including five provinces via constructing installations of the project scheduled to be inaugurated in 2010. Al-Arhabi praised the Japanese continuous support to the development process in Yemen, affiming Yemen's keenness on promoting the bilateral cooperation frames between Yemen and Japan. It is worthy to mention that Japan's annual support average to Yemen amounts to $20 million dedicated for funding developmental projects in fields of water, education, agriculture, electricity and sea security.

Japan grants Yemen over YR 16 mln for health unit in IBB

SANA'A, Nov. 11 (Saba) - The government of Japan has decided to extend a grant amounting to YR 16,340,950 for a project of constructing health unit in Ba'adan district of Ibb governorate. A press release issued by the Japanese embassy in Sana'a said that the grant will be used for constructing a health unit in al-Harth sub-district, Ba'adan, Ibb governorate, which will provide basic health services for up to 20,000 beneficiaries. The press release showed that the Japanese government has provided, during the last Japanese fiscal year April 2008 - March 2009, grants for sixteen local entities and NGOs in the country with a total amount of more than $1.2 million. The new grant and the previous ones aim to under the scheme called "Grant Assistance for Grass-root Human Security Projects", which aims at supporting small-scale community-based projects in basic human need field, such as primary health care, basic education and drinking water supply in the developing countries.

Over $1.9 mln Japanese aid for Saada displaced people

SANA'A, Nov. 10 (Saba) - Japan announced on Tuesday granting urgent aid of $1,920,000 for the displaced people of Saada. The Japanese Embassy said in a press release that the assistance would be granted via World Food Program (WFP), the United Nations High Commissioner for Refugees (UNHCR) and World Health Organization (WHO). The embassy said that the Japanese government considers the Yemen's security is very essential not only for the Yemeni citizens but also for the Japanese, emphasizing Japan's support to Yemen's unity and security.

Over YR 37 mn in Japan aid for water, education in Yemen

SANA'A, Nov. 09 (Saba) - Japan has decided to grant approximately $180,951 to implement water and education projects in Hajjah and Mahweet provinces, the Japanese embassy in Sana'a said in a statement. The aid comes under Japan's Grant Assistance for Grassroots Human Security Projects aimed at supporting small community-based projects in healthcare, basic education and drinking water supply in developing countries. $83,951 out of the grant would be used to implement a water tank, filter booth, channel and a water harvesting reservoir in the district of Mabyan in Hajjah in the far north. The project will help 1,500 people. The rest of the grant would be directed to establish a girl school in the district of Bani Sa'ad in Mahweet. The school will receive 200 students. The grant was signed by Deputy Japan's ambassador to Sana'a Matahiro Yamajuchi and chairman of the Hajjah-based Adhwa'a al-Yemen Association Yahya Nasser al-Mathhaji and director general of the Educational Office in Mahweet Mohammed Nasr al-Anesi. Through April 1, 2008- March 30, 2009, Japan extended grants for 16 Yemeni organizations and associations amounting to $1.2 million to finance small-scale community-based projects under Japan's Grant Assistance for Grassroots Human Security Projects.

Yemen, Japan sign agreement to purchase 280 tractors for farmers

SANA'A, Nov. 03 (Saba) - Yemen and Japan signed on Tuesday an agreement to purchase tractors within the Japanese aid program provided to the government to support small farmers. The agreement includes providing more than 280 tractors by the Japanese government and the approval of the tender documentation for purchasing tractors which is scheduled to be announced during the next three weeks. The arrival of the tractors is expected in the beginning July 2010 which will be distributed to many governorates.

SANA'A, Oct. 24 (Saba) - Minister of Public Works and Roads Omer al-Kurshomi discussed Saturday with delegation of Japanese International Cooperation Agency (JICA) possible of the agency's aid to update Yemeni Public Road Corporation. The Minister discussed with JICA's Senior Economic Sector Advisor Shantaro Kawahara the study to be conducted by a team of engineers and advisors to investigate the current situation of road sector in Yemen and mechanism of making use of the agency's aid for this regard.

JICA organizes workshop between public, private sectors

SANA'A, Oct. 23 (Saba) - Deputy Minister of Technical Education and Vocational Training Alawi Ba-Faqi has affirmed the importance of partnership between the public and private sectors to develop technical and vocational education system and raising its capacities as well as graduators in order to serve the local and regional market with necessary requirements. This came during the opening of the 2nd workshop between the public and private sectors in Dhahban Technical institute which was organized by Japan International Cooperation Agency (JICA) in collaboration with Ministry of Technical Education and Vocational training. Ba-Faqi also affirmed the important role of exchanging information and continuing evaluating the program between the public and private sectors. He also indicated that the workshop came out to boost the real partnership between the public and private sectors in technical education and vocational training field, adding the private sector is regarded one of the beneficiary of the graduates, especially for the project of car maintenance in Sana'a capital. Ba-Faqi valued the Japanese government represented by JICA in supporting this project which will serve the trainee's skills in car maintenance. 56 participants representing industry and trade chambers, the ministry and car companies attended the workshop. For their part, deputy assistant the ministry for curriculum sector Abdul-Salam al-Zabedi and executive manager of Trade and Industry Chamber, Jamal al-Hadhrami, reviewed aims and programs of the workshop. For his part, Resident Representative of JICA Yemen office Takeshi Komori indicated the importance of cooperation between the concerned authorities to success this unique project in Yemen within a limited period, calling for activating cooperation between the two sectors in order to reduce unemployment rate in Yemen. The workshop also dealt with various work papers as human resource development, labor market needs, summary of activities between the public and private sector from April to September, curriculum documents, ministerial examination report for 2008/2009 and cooperative training as well as its implementation period in Dhahban Institute. In October, JICA trained 115 Yemenis abroad in several fields of health, water, irrigation, fishery and electricity during 2009. In July, Ministry of Technical Education and Vocational Training and JICA signed a technical cooperation agreement for training the Yemeni cadre in the marine technical institute in Aden governorate. In March, Yemen and JICA signed a minutes of preparing studies and designs of 19 water projects to be set up in Taiz, Dhamar, Sana'a and Mahweet.

Commander of South Region meets Japanese military delegation

ADEN, Oct. 13 (Saba) - Commander of the South Region Gen. Mahdi Maqoalah met on Tuesday in Aden, Commander of Japanese Squadron, Captain Masao Arihara, a commander of Japanese Coast Guard, Toru Chida and Kohe Akiyma, First Secretary of Japanese embassy in Yemen. In the meeting, Maqoalah welcomed the Japanese military delegation, highlighting efforts of the Japan in combating terrorism and piracy in the Red sea, Aden Gulf and Indian Ocean. The Japanese delegation expressed happiness to visit Yemen, saying that the visit comes within framework of enhancing good relationship between armies of both friendly countries. It is worth mentioning that the Japanese delegation arrived to Aden along with 400 Japanese soldiers and officers on a board of two warships that came back to Aden Gulf to continue their mission in fighting piracy.

ADEN, Oct. 13 (Saba) - Governor of Aden Adnan al-Jeffri met here on Tuesday with Commander of the Japanese Squadron Captain Masao Arihara, Commander of Japanese Coast Guard Toru Chida and First Secretary of the Japanese Embassy in Sana'a Kohi Akiyama. Al-Jeffri welcomed the Japanese delegation to Aden. He highlighted the bilateral relations between Yemen and Japan, appreciating the Japanese support for Yemen in fields of Health and cleaning. For his part, Mr. Arihara expressed his happiness for visiting Aden, affirming that the visit would enhance the Yemeni-Japanese relations.

Japan to double aid to Yemen since 2009

SANA'A, Oct. 13 (Saba) - Japanese Ambassador in Sana'a Masakazu Toshikage said on Tuesday that the official Japanese support presented to Yemen would be doubled since the current year. This came after signing the $52,800 agreement between Japanese government and Yemen-Japan Friendship Association (YJFA) for improving Japanese language leaning in the association. The $52,800 grant would be used to equip further classes in the association and purchase equipments for teaching Japanese language and enabling more students to join the association. The Japanese ambassador affirmed his government's keenness on supporting the development in Yemen especially in fields of basic education, health, water, electricity and sea security. He said that Japan always interested in enhancing the Yemeni-Japanese cooperation areas in the cultural field via organizing the cultural weeks in Sana'a, praising the bilateral relations level between the two friendly countries. For his part, Athban valued the Japanese government's efforts to support YJFA through providing it with the cultural books, pointing that the number of students in the association exceeded 100 students.

JICA trains 115 Yemeni officials in 2009

SANA'A, Oct. 05 (Saba) - Japan International Cooperation Agency (JICA) has trained 115 Yemeni abroad in several fields of health, water, irrigation, fishery and electricity during 2009. Newsyemen website reported that the Yemeni officials' training is under the JICA's "Third Country Training Program (TCTP)", which is one of its overseas training programs. Via implementing TCTP, JICA aims to spread out the Japanese knowledge and experience to create more opportunities for cooperation among the developing countries.

Yemen, JICA study using clean energy in health sector

SANA'A, Oct. 05 (Saba) - Deputy Minister of Planning and International Cooperation Hisham Sharaf met here on Monday with the Japan International Cooperation Agency (JICA)'s delegation currently visiting Yemen. The Japanese delegation's visit aims at studying using the clean energy in Al-Wahdah Hospital in Aden governorate as a first typical project for supplying the electrical power to the health sector by using solar cells. During the meeting, the two sides agreed upon a mechanism for implementing the project and availing from the Japanese support aiming at using the clean energy. It is worthy to mention that Yemen has been chosen by the Japanese government to benefit from the finances allocated by the Japanese government to face the climate changes.

JICA allocates $4 mln for BRIDGE project in Yemen

SANA'A, Aug. 24 (Saba) - Japan International Cooperation Agency (JICA) allocated on Monday $4 million for implementing the 2nd phase of the project of expanding the regional initiative to develop the education of girls (BRIDGE). The Minister of Education Abdul-Salam al-Jawfi and JICA representative in the country Takeshi Komori signed the meetings' minutes between the Ministry and JICA on allocating the required budget for the 2nd stage for 2009 - 2013. With a governmental contribution of YR 80 million, the 2nd phase targets 40 schools in Dhamar province to reduce the educational gender gab as well as decreasing dropout from basic education. The 2nd phase will also focus on building capacity and training teachers in Aden and Hadramout provinces. It is worth to mention that the 1st phase of BRIDGE project targeted Taiz province during January 2005 - November 2008 with a total cost $3.5 million.

Yemen, JICA in talks about Japan aid for fish sector

SANA'A, Aug. 19 (Saba) - Minister of Technical Education and Vocational Training Ibrahim Omer Hajri met with the JICA's permanent representative in the country Takashi Komori and the two discussed the possibility of increasing Japan's aid for the fish sector in Yemen. During the meeting, Hajri briefed Komori on the outcomes of the visit of Japanese expert Hiroshi Kefani who visited during 20 July to 17 Aug fish institutes in the provinces of Hodeidah, Hadramout, Maharah and Aden. Kefani's visits aimed at studying the conditions of the institutes in an effort to identify urgent needs of the fish sector in the country. Japan is set to start next year releasing a grant for Yemen that would be directed to rehabilitate the maritime institute in Aden as well as providing a well-equipped training yacht, which will be able to have 30 trainees at the institute.

JICA's future fish projects in Yemen discussed

SANA'A, Aug 17 (Saba) - Minister of Fisheries Wealth Mohammed Shamlan held talks on Monday with a delegation of the Japan International Cooperation Agency (JICA) on the future projects would be offered by the Agency in the fisheries field in Yemen. The talks also dealt with the mutual cooperation between Yemen and the Agency in field of fisheries. Shamlan appreciated support of the Japanese government and JICA in the fisheries field, particularity in the field of aquaculture and tuna fish farming. The Japanese official affirmed his country adherence to supporting the Yemeni development progress, especially in the fisheries field, making reference that JICA is currently studying the fishery sector to carry out typical projects in this field. On the other hand, Sahmlan reviewed with JICA's senior experts a report on the expert's visits to different coastal provinces to evaluate situations of fishery sector and its requirements. The Japanese expert affirmed the necessity of coordination among the ministry, fishermen and the private sector to organize the fisheries resources management and find a strategy for marketing fishery productions.

Japan grants Yemen $15.1 mln

SANA'A, Aug. 15 (Saba) - Japan has granted Yemen $15.1 million to fund development projects in the country. Two agreements of the grant were singed on Saturday at building of ministry of planning and international cooperation. Under the first agreement, Japan would offer $10 million to fund development projects in Yemen, and $5.1 million second grant would be used to finance agricultural projects in the country. The two agreements were signed by foreign minister Abu Bakr al-Qirbi and Japanese ambassador to Sana'a Masakazu Toshikage. Al-Qirbi highlighted the Japanese support for the development process in Yemen, affirming concern of Yemen to enhance mutual cooperation with Japan. It is worth mentioning that Japan grants Yemen $20 million yearly to support projects of education, health, waters, electricity and agriculture.

Japanese company desires to invest in gas sector in Yemen

SANA'A, Aug. 12 (Saba) - Japanese LPJ company voiced on Wednesday its desire to invest in Yemen's gas sector. The visiting delegation of the company held a meeting with the deputy minister of oil and minerals wealth Ahmed Daris and reviewed activities of the company in field of gas. The head of the delegation said that the company conducted several studies over a process of utilizing gas in Yemen, expressing desire of the company to enter in tender of modernizing Aden refinery that will be announced in coming period. For his part, Daris affirmed readiness of the ministry to present all facilities to the company to invest in fields of oil, gas and minerals in Yemen.

Agreement between Yemen and Japan signed

SANA'A, Aug. 11 (Saba) - Minister of Water and Environment Abdul-Rahman al-Eryani and Leader of Water Sources and Disasters Prevention Team in the Japanese International Cooperation Agency (JICA) Shinichi Masuda, signed here on Tuesday a draft of the basic designs report for 19 water projects financed by the Japanese government. The water projects, which would cost about $16 million within the general Japanese grant with contribution of the General Authority for Rural Water Projects, are to be carried out in the rural areas in governorates of Sana'a, Taiz, Dhamar, Mahweet, and Ibb. The agreement represented one of the distinct successes for the authority in getting back the trust of donors to keep on their support to water projects in the rural areas, al-Eryani affirmed. He pointed out the importance of these projects, noting the support of Japan and donors to the development projects in Yemen especially in field of providing drinking water for the rural areas. For his part, the JICA's official expressed his happiness for signing this agreement between his country's government and the authority. The authority's President Ali al-Sorimi confirmed that this agreement comes within the cooperation and partnership between Yemen and Japan and expansion for the pervious agreements aiming at presenting the technical support to the authority through executing those projects. Japanese government had sent a team led by Masuda to explain the contents of the basic designs report draft prepared by JICA's team in the period from March to May 2009 which is considered a completion for the previous technical, social and economic studies.

SAYOAN, Aug. 10 (Saba) - Deputy governor of Hadramout Amr Mubarak held a meeting on Monday with the first secretary of political and economic affairs and development assistance at the Japanese embassy in Sana'a over the Japanese assistance offered to the governorate of Hadramout. They also discussed the future Japanese support for the development projects in the governorate within the frame of support presented by the Japanese government to the development process in Yemen. The deputy governor highlighted the Japanese assistance to the services and development projects in the governorate especially in field of cleaning up. MUKALA, Aug. 02 (Saba) - Hadramout Governor Salem al-Khanbashi reviewed on Sunday with the First Secretary for the Political, Economic and Aid Affairs in the Japanese embassy in Yemen the possible developmental programs and projects to be funded by the Japanese government. The Japanese official made it clear that he visits the governorate to get acquainted with the fields to be supported by Japan, especially in the social development fields like health, water and sanitation, electricity and the small social projects aiming at improving the family's living. For his part, al-Khanbashi valued the unlimited support presented by the friendly Japanese government to our country, noting what the Hadramout governorate got from this support in lots of various projects. Yemen discusses fisheries cooperation with JICA

HODEIDAH, July 25 (Saba) - Yemen and the Japanese International Cooperation Agency (JICA) discussed on Saturday possibilities of supporting fisheries sector with the needs required in Hodeidah governorate. Hodeidah governor Ahmed al-Jabali acquainted the JICA international expert on the necessities of the governorate in the area of fishermen products, water desalination project and the exploitation of solar energy to produce electricity. The JICA international expert said they will evaluate the fisheries sector to identify areas of Japanese's support, pointing out to providing technical assistance and infrastructure to Yemen. It is worth to mention that Japan provided support to the fisheries sector in Yemen represented by search boats, inspection boats and fishing boats.

New specializations for girls in technical education discussed with JICA

SANA'A, July 20 (Saba) - Minister of Technical Education and Vocational Training Ibrahim Hajari held a meeting on Monday with senior advisor of fishing sector at Japanese International Cooperation Agency (JICA) over possibilities of opening new specializations at technical institutes for girls in field of fishing and navigation. They also discussed aspects of supporting girls to be involved in the training corporations, especially in the fisheries sector. The JICA advisor said he would get acquainted with the Yemeni experiment in the technical and fishing institutes in Aden, Hodeidah and Mahrah governorates to know needs of these institutes in order to contribute to improve their performance. The minister valued the assistance of the Japanese government for the educational corporations in Yemen, especially technical and vocational institutes as they are key elements to develop the society and combat the unemployment and poverty. Last month, the ministry and the JICA signed an agreement of cooperation in the fisheries sector. Under the agreement, 28 Yemeni youths from the navigation technical institutes would be dispatched for training in Tunisia funded by the Japanese agency.

Japan studies using solar-produced power in hospital

ADEN, July 20 (Saba) - A Japanese engineering technical team is currently carrying out a special study for providing al-Wehdah Hospital in Aden governorate with solar-produced electricity. The project funded by the Japan International Cooperation Agency (JICA) will last for three years at a total cost of more than $5 million aiming at affording the hospital with over 300 Kilo Volt Ampere (KVA) of electricity. Head of the Japanese team told Saba that the team studies the engineering maps and draws of the hospital's building to be familiar with its needs from the electricity. He pointed out that the team would complete the technical and managerial works next March that would be followed by announcing project's tender. He said that new techniques would be used in the project for producing electricity from the solar energy according to the Japanese high-tech designs.

Yemen to provide all care to Japanese fishery investment

SANA'A, July 20 (Saba) - Government is keen on providing all care to the Japanese fishery investments in the country, Fisheries Wealth Minister Mohammad Shamlan said on Monday. During his meeting with Japan International Cooperation Agency (JICA) Representative for International Cooperation, the Minister praised assistance provided from the Japanese government and JICA to Yemen in various fields. Shamlan highlighted the investment fishery opportunities in the country, particularly in areas of aquaculture and the farming tuna fish considered them as projects of big economic feasibility. For his part, JICA resident representative affirmed the keenness of Japanese government on supporting the development process in Yemen, particularly in the fishery area. The Japanese government intends to transfer technical Japanese experts in areas of fishing and aquaculture. The meeting discussed cooperation between Yemen and the agency in fishery development and advancing the fishermen living conditions.

Japan to afford $5 mln equipment for using solar energy in Yemen

SANA'A ,July 18 (Saba) - Japan, represented by the Japan International Cooperation Agency (JICA), voiced on Saturday its readiness to provide hospitals of Al-Wahda in Aden province and Al-Sabeen in the capital Sana'a with equipment at a cost of about $5 million for producing electricity by using solar energy. This came during the meeting of Public Health and Population Minister Abdul-Karim Rase'a with Japanese ambassador to Yemen Masakazu Toshikage during which they discussed the bilateral cooperation between the two countries in the health field and means of developing them. Rase'a valued JICA's contributions to support the Health Ministry's efforts in combating some diseases as Measles, Malaria and Polio, hoping the continuation of cooperation between the agency and the ministry for supplying the new hospital in Dalei governorate with medical equipments and devices. On another hand, the Health Ministry received on Saturday refrigerators' requirements, 250 Solar-powered batteries and 180 compressors with protection devices at total cost of $90,000.

Yemen to start using clean energy

SANA'A, July 15 (Saba) - Yemen is to begin using the clean energy in cooperation with Japan, Undersecretary of Planning and International Cooperation Ministry Hisham Sharaf revealed on Wednesday. That would be the first experience of using solar cells in two health institutions, Al-Sabeen Hospital in the capital Sana'a and Al-Wahdah Hospital in Aden governorate, Sharaf said. A Japanese mission is to visit Yemen soon to set up the final perceptions before inaugurating using the clean energy via using the solar cells by the end of 2009. Sharaf said that Yemen and Japan have signed understanding memo under which the Japanese government funds a qualitative project for using the clean energy in Yemen with $5 million. Sharaf pointed out that this project comes within the Japanese initiative for reducing carbon emissions and the negative impacts of the climate change on the health and environment. Japan has chose Yemen among 20 countries to present its support to help applying the systems related to using the clean energy, Sharaf added.

Japan allocates 17 mln to support health improvement project

SANA'A, July 14 (Saba) - Yemen and the Japanese embassy organized on Tuesday a celebration for opening the health improvement project in Marib governorate funded by the Japanese government at a cost of YR17.4 million. At the opening of the project, Marib governor Naji al-Zaidi appreciated the special relation between Yemen and Japan in various fields, expressing his thanks for the Japanese government for supporting various development projects in the fields of basic education, water, environment and health. In a statement to Saba, the Japanese ambassador to Sana'a Masakazu Toshikage affirmed the importance of health improvement project through the purchase of equipment, pointing out the Japanese government has already allocated more than a million dollars to finance waste disposal projects in Yemen. He also affirmed the government of Japan has a number of projects related to primary health care, primary education, environment and water in addition to special projects in the area of cultural development.

SANA'A, July 14 (Saba) - Yemen and Japan signed here on Tuesday a technical cooperation agreement on implementing the 2nd stage of Broadening Regional Initiative for Developing Girls' Education (BRIDGE) in Dhamar Governorate for 2009-2013. The 2nd stage worth $4 million targets about 40 schools in Dhamar governorate for reducing the educational gender gap, lessening dropout rates in basic education schools, providing more educational services with high quality and propping up awareness activities to enhance girls' education in the governorate. The first stage of BRIDGE project targeted Taiz province in June 2005 - November 2008 at cost of $3.5 million.

DHAMAR, July 08(Saba) - Dhamar governor Yahya al-Amri discussed on Wednesday a meeting with the delegation of Japanese International Cooperation Agency JICA over support of the Japanese agency for encouraging girl education in the governorate. Al-Amri valued the JICA assistance for the development process in Yemen especially in field of the girl education. The head of the JICA delegation said that the objective of the agency to encourage of the girl education is to increase number of girls in rural regions to enroll to the schools. He also reviewed experience of the agency in Taiz governorate and achievements happened in increasing number of girls who jointed education. Broadening Regional Initiative for Developing Girls' Education (BRIDGE)" in Taiz governorate has succeeded in increasing girls' student enrollment, Deputy Education Minister Abdullah al-Hamadi said in previous media statements. The BRIDGE, started in Taiz in 2005 funded by the JICA, has cost about YR 108.8 million. The BRIDGE has assists in constructing schools, classrooms for girls, building capacities of teachers and schools administration as well as promoting community participation in school improvement.

TAIZ, July 06 (Saba) - Governor of Taiz Hamoud al-Sufi discussed on Monday with mission of the Japan International Cooperation Agency (JICA) successes achieved by the project of Broadening Regional Initiative for Developing Girls' Education (BRIDGE). In the meeting, al-Sufi appreciated the educational support of the Japanese government and the good outcomes achieved by BRIDGE during the last four years. The two sides agreed to appoint %50 of the 152 teachers contracted during the 1st stage of the project and the rest would be appointed in the next year. For her part, head of the Japanese mission pointed out to the BRIDGE's achievements in Taiz governorate which would make Taiz the main reference of the project.

Japanese support to Yemen for next two years discussed

SANA'A, July 05 (Saba) - Yemeni-Japanese official consulting talks were held here on Sunday at Ministry of Planning and International Cooperation to discuss plans of Japanese developmental support to Yemen during 2010 - 2011. The talks chaired by Undersecretary of the Planning Ministry Hisham Sharaf dealt with a number of issues related to boosting the Yemeni-Japanese cooperation, especially in fields of drinking safe water, renewable energy, vocational training, constructing typical schools and developing curricula. Moreover, the talks discussed the bilateral cooperation in safeguarding maritime navigation through strengthening the Yemeni coastguard forces' capabilities. Sharaf hailed the Japanese government's contributions to support the development in Yemen, voicing Yemen's hope for increasing the Japanese financial support to Yemen during the next two years. $1.5 million in Japan aid for Yemen refugees

SANA'A, July 04 (Saba) - Japan has allocated $1.5 million for Yemen in aid which comes to help the Yemeni authorities cope with the influx of African refugees into the country. A statement by the Japanese embassy in Sana'a said the sum would be channeled through the UN Higher Commissioner for Refugees in Yemen to implement programs for the refugees. In April, Japan provided $5 million in humanitarian assistance to improve the conditions of the African refugees in Yemen. In a statement, the Japanese embassy said two million dollars out of the grant would be channeled through the UN High Commissioner for Refugees (UNHCR) and the remaining sum would be directed through the International Migration Organization. The sum would be used to improve the living condition of the refugees in areas such as food, health, housing and waters. Around 150,000 refugees arrived in Yemen this year, according to the UNHCR and 50,000 arrived last year. African refugees, mostly Somali and Ethiopian, arrive in Yemen almost daily. Yemen says the number of those refugees who have already reached its territories exceeds 700,000 people, with the country calling for further international support to cope with the flow.

Japan raises aid to Yemen

SANA'A, July 02 (Saba) - Japan has decided to increase its development aid to Yemen in spite of the international conditions, Undersecretary of Planning and International Cooperation Ministry Hisham Sharaf said on Thursday. He told the state-run 26 September that the Japanese government will announce the increased amount after concluding the annual talks between Yemen and Japan to be held next Sunday. Sharaf, head of the Yemeni side at the talk session, said that the annual talks would review cooperation file between the two friendly countries and support requested by some ministries and the priority sectors that will get the Japanese support next year. The current Japanese support is between $15 - 25 million annually focusing on sectors of agriculture, schools, safe drinking water, technical and vocational training and public health in addition to the technical support to support Yemeni capabilities in areas of Demining, marine safety and combating piracy in Gulf of Aden, Sharaf said.

Yemen, JICA sign technical cooperation agreement

SANA'A, July 01 (Saba) - Ministry of Technical Education and Vocational Training and Japan International Cooperation Agency (JICA) signed on Wednesday the technical cooperation agreement for training the Yemeni cadre in the marine technical institute in Aden governorate. Minister of Technical Cooperation and Vocational Training Ibrahim Hajri and JICA's resident representative in Yemen signed the treaty. The agreement includes providing 28 training scholarships in the field of fisheries to students of Aden Marine Technical Institute to cover local markets of qualified cadres. According to the treaty, the students will get their training in Tunisia. The scholarships are distributed in several specializations; 11 in fields of marine mechanic, eight in electricity and nine in field of cooling technology. They will be provided through three phases during the period ( 2009-2011).

Yemeni, Japanese officials inaugurate health projects

IBB, June 27 (Saba) - General Secretary of Ibb Governorate Amin al-Werafi and the Japanese deputy ambassador to Yemen Matahiro Yamaguchi opened on Saturday the nursing and preterm section in al-Udain hospital of Ibb governorate. The two officials also inaugurated a Medical Center in Jabal Bahri sub-district in the governorate. At the inauguration, al-Werafi hailed the Japanese support to implement the projects at al-Udain and other districts in Ibb, including various development aspects. He also pinned his hopes to expand the assistance to include environmental and investment fields in the governorate. The Japanese official expressed his happiness of the completion of these health facilities, which will contribute to reducing the risks of pregnancy and childbirth. He added that the Medical Center would also assist in improve the health services provided in Jabal Bahri sub-district and adjacent villages.

Yemen, JICA sign technical cooperation agreement

SANA'A, May 27 (Saba) - Ministry of Agriculture and Irrigation and Japan International Cooperation Agency (JICA) signed here on Wednesday a technical cooperation agreement for training Yemeni cadres in irrigation field. The agreement includes intensifying a training program to promote the competency through modern irrigation techniques and improving irrigation services as well as availing from the water harvesting systems and flood-based irrigation system. It focuses on supporting the water surveillance field and the decision makers who work in the water management field to contribute to developing the irrigation systems and water harvesting. Under this agreement, JICA presents its training program which will last for three years and to be implemented in Jordan under the supervision of JICA. The agreement was signed by Undersecretary of Ministry of Agriculture for Irrigation and Land Reclamation Sector Ahmed al-Ashlah and Head of General Authority for Water Resources Salim Ba-Shuaib from Yemeni side and JICA's Representative in Yemen Komori and JICA's representative in Jordan for Japanese side.

Yemen, JICA discuss BRIDGE project on Girls' Education

TAZI, May 19 (Saba) - Governor of Taiz Hamoud al-Sufi discussed here on Tuesday with the resident representative of Japan International Cooperation Agency (JICA) progress of the project of Broadening Regional Initiative for Developing Girls' Education (BRIDGE). The project supervised by JICA works in 59 schools at many distracts of Taiz governorate. The two officials reviewed the situations of 125 teachers the project has been contracted temporarily with to work in the schools, and discussed the possibility to employ them permanently. Al-Sufi appreciated the education support of the Japanese government, affirming that the project would receive all care to facilitate its educational missions. The Secretary General of Local Council Mohammed al-Haj reviewed with the JICA's representative on the BRIDGE's future work. The Japanese official expressed pleasure over the cooperation of local authority with the project and its issues. He affirmed that a delegation from JICA will visit Taiz next June and would decide the BRIDGE's future based on the results of the first stage and its meetings with local authority officials.

Yemen move to produce thermal energy

SANA'A, May 17 (Saba) - A Yemeni-Japanese team is expected to start over the next few days identifying positions where five thermal power plants would be set up in the provinces of Sana'a, Aden, Taiz and Hodeida. Informed sources told www.26sep.net the project, to be implemented at a cost of $5 million, comes within support Yemen received within Japan's climate change initiative. The plants will help reduce reliance on traditional energy sources and seek renewable power which does not affect the environment. Yemen was among 13 countries to get Japanese approval to establish the project essentially aiming to change the climate through reducing the planet's warmth. The Cool Earth Partnership is an initiative of the government of Japan calling on the world to halve greenhouse gas emissions by 2050.

JICA educational projects in Yemen discussed

SANA'A, May 16 (Saba) - Deputy Minister of Education Abdullah al-Hamidi discussed on Saturday with the resident representative of the Japanese International Cooperation Agency (JICA) educational projects implemented by the Japanese agency in the country. They also discussed topic related to employment of teachers in the bridge Project for Girl Education in some schools of Taiz governorate. The JICA representative affirmed importance of employment of those teachers in order to start with the second phase of the project which would cover other three governorates. He added that a committee from the agency would arrive to Yemen by end of May to study the targeted governorates in the second phase.

JICA technical education improvement project in Yemen reviewed

SANA'A, May 10 (Saba) - Yemen and Japan International Cooperation Agency (JICA) discussed here on Sunday the implementation progress in the technical education and vocational training system improvement project in Thahban Industrial Institute in the capital Sana'a. Minister of Technical Education and Vocational Training Ibrahim Hajri and the Project's Coordinator in Yemen Mr. Osaka discussed the procedural steps taken by the ministry to carry out the project. Hajri affirmed the importance of this vital JICA-funded project, which would make a qualitative step in the educational and training process in the automobile maintenance and electricity field. The work in the project started last February in Thahban Industrial Institute as a first phase that will last nearly for four years, Hajri said. For his part, the project's coordinator confirmed the necessity of enhancing cooperation between the Ministry, the private sector and JICA to succeed the project, expressing the readiness to enlarge cooperation between the ministry and the agency in different fields in future.

Japanese-granted schools inaugurated in Sana'a

SANA'A, April 29 (Saba) - Yemen and Japan inaugurated here on Wednesday the first stage of the school projects granted by Japanese government to each of Sana'a governorate and the Capital Sana'a. Minister of Education Abdul Salam al-Jawfi and the Japanese Ambassador Masakazu Toshikage took part in the inauguration party held in the al-Hadithah School in the Capital Sana'a. In the inauguration, al-Jawfi talked about the significance of building schools as they are the reason of development, hailing the Japan's generous assistance to Yemen in education area, particularly in school construction, beginning from Taiz project, then Taiz and Ibb and now in Sana'a governorate and the Capital Sana'a and soon would be in Aden and Lahj governorates. The main distinguishing feature of the Japanese educational projects is that they are integrated in terms of edifice, furniture, educational equipment, school management and society participation, he said. The Minister finally praised the aid of the Japanese International Cooperation Agency (JICA) to Yemen that affects in increase of the student enrollment to school, particularly girls. Undersecretary of the Education Ministry Abdul-Karim al-Jindary said that the first stage includes the inauguration of five schools worth of $7 million, two of which in the Capital Sana'a and three in the governorate of Sana'a. He added that the second stage, which is under construction, includes another five schools at cost of ¥687 million in the same areas. The Japanese ambassador affirmed the contentious of the Japanese aid to Yemen in fields of school construction and outfitting them with all required educational equipment. Japan has appropriate $15 million to build and outfit schools in Yemen, Toshikage said. He added that the first stage accommodates 3700 students and the second stage targets 2800 students in the Sana'a governorate and the Capital Sana'a. The two stages aim to improve the basic education quality and to increase the umbers of students in schools.

Japan to help Yemen generate solar-based electrical energy

SANA'A, April 26 (Saba) - The Senior Coordinator of Technical Cooperation in the Japanese Foreign Ministry has uncovered that Japan plans to grant Yemen patterns for generating solar-based electrical energy. The Japanese official affirmed, during a meeting on Sunday with Minister of Planning and International Cooperation Abdul-Karim al-Arhabi, interest of Japan to enhance its support for Yemen in the fields of electricity, agriculture, fisheries, public works and education. During the meeting, the two officials discussed issues concerning with evaluating Yemen's development demands and damages that affected Yemen due to piracy actions in Aden Golf and Read Sea. Al-Arhabi expressed his appreciation for the Japanese contribution in supporting the Yemeni development process, affirming Yemeni adherence to enhance the bilateral relations with Japan. He mentioned the importance of enhancing the Yemeni-Japanese cooperation, particularity in fields concerning with human sources, health, economy and social infrastructure.

JICA to support Yemeni fishermen to confront piracy risks

SANA'A, April 25 (Saba) - Japanese International Cooperation Agency (JICA) voiced here on Saturday its readiness support traditional Yemeni fishermen to confront the marine piracy risks. During their meeting with Minister of Fisheries Wealth Mohammad Shamlan, JICA's Advisor and JICA's Projects officer said that the Agency would support Yemeni fishermen technically and financially to reduce piracy impacts on the fish product. The JICA advisor said that the agency would focus on setting up solar-powered factories for producing ice in the fishermen's villages, training fishermen on the up-to-date ways to deal with the fisheries wealth as well as constructing an aquaculture farm. For his part, Shamlan praised the efforts exerted by JICA to prop up the development process in Yemen, stressing on the necessity of backing Yemen in combating piracy, which threatens the international navigation routs and fishermen in the region. Regarding the investments, the Minister invited the Japanese companies and investors for investing in the fisheries wealth sector in Yemen and availing from the privileges and opportunities presented by the Yemeni investment law for all investors. Shamlan added that the Ministry has already set an integral investment plan illustrating the suitable locations for setting up projects of a high economic feasibility in the fishing sector, confirming that the plan was based on scientific studies and sea surveys. Moreover, the meeting reviewed the Japanese-funded projects including the Blue Tuna aquaculture project, which is carried out by a Japanese private company and the Aquaculture Centre in Aden province.

Yemen, JICA discuss combating piracy

ADEN, April 22 (Saba) - Yemen and Japan International Cooperation Agency (JICA) means to support the Yemeni coastguard Authority's efforts to combating piracy. Deputy-Head of the Free Zones General Authority and the Head of the Aden Free Zone (AFZ) Abdul Jalil al-Shuaybi held talks with the JICA economic expert, the envoy of the Japanese government, Mr. Tetsuya Vokonaja on the possibility of supporting the affected sectors of piracy, and investing in these sectors, particularly in the fisheries field and the infrastructure in the port cities. It also focused on supporting the free zone in the field of infrastructure, topped by establishing a fishermen centre in sector.

Trade minister meets Japanese and Lebanese diplomats

SANA'A, April 20 (Saba) - Minister of Industry and Trade Yahya al-Mutawakel held talks on Monday with Japanese ambassador to Sana'a Masakazu Toshikage over current negotiations to access Yemen into World Trade Organization. Al-Mutawakel wished that Japan would care during its negotiations with Yemen the present economic condition of Yemen, pointing out to the efforts of the Yemeni government to finalize demands of the accession. The Japanese diplomat affirmed that the Japanese government supports efforts of Yemen to joint the WTO, saying that the government concerned about decision of the international organization to facilitate the accession of less developing countries. They also discussed assistance of the Japanese government to Yemen and possibilities of contribution of the Japanese side in project of the food security.

On the other hand, the minister met the Lebanese ambassador to Sana'a Hassan Abu Akar over mutual trade cooperation between Yemen and Lebanon and possibilities of setting up a commercial Yemeni-Lebanese committee to increase volume of the commercial exchange. They also discussed means of encouraging businessmen in both countries to set up joint projects in different fields.

Japan offers $12 mln for rural water project

SANA'A, April 13 (Saba) - Deputy Prime Minister for Economic Affairs, Minister of Planning and International Cooperation Abdul-Karim al-Arhabi discussed on Monday with the Japanese ambassador to Sana'a Masakazu Toshikage aspects of current cooperation between Yemen and Japan and means of reinforcing and developing it in a way to translate aspirations of the two countries into reality. The two sides discussed related details on the Japanese government for Rural Water Project for which an agreement of the 1st stage will be signed in November at $6 million out of $12 million allocated for the project's 1st and 2nd stages. The meeting focused on issues on reinforcing the mutual cooperation frameworks between Yemen and Japan in the fields of agriculture, human development and others. The minister praised contributions of the Japanese government to supporting and reinforcing development efforts of Yemen, affirming concern of Yemen to deepen and reinforce cooperation relations with Japan.

Technical Education Ministry, JICA discuss cooperation

SANA'A, April 06 (Saba) - Ministry of Technical Education and Vocational Training discussed here on Monday with the Japan International Cooperation Agency (JICA) the bilateral cooperation aspects in the field of technical education. During the meeting between Technical Education and Vocational Training Minister Ibrahim Umar Hajri and the JICA project's director Shoto, the Minister was briefed on the functions of the Agency's expert in Japan Hashi Plchi, supervisor of technical education system improvement project in the field of vehicle maintenance. The project can be considered as a prototype at Zhaban Industrialized Institute in Sana'a, which will be financed by the Japanese government in the framework of technical cooperation program between the two sides. The meeting emphasized the importance of acceleration the process of implementing a special workshop in the field of vehicle maintenance, pointing out to the significance of the project which is the first of its kind in Yemen and which will in turn advance the educational and training process in the country.

Japan allocates $5 mln to help African refugees in Yemen

SANA'A, April 06 (Saba) - Japanese Embassy in Sana'a announced on Monday that the Japan would present $5 million to contribute to humanitarian assistance to improve condition of the African refuges in Yemen. In its statement, the embassy said that the two million dollar of the grant would present to the UN High Commissioner for Refugees (UNHCR) and the three million dollar to International Immigration Organization. The sum would be used to improving the living condition of the refugees in fields of food, health, housing and waters. The embassy said that the decision of the Japanese government was taken within growing waves of refugees who come to Yemen. Around 50,000 refugees arrived in Yemen last year, according to the UNHCR.

Japanese's government finances 16 development projects during 2008-2009

SANA'A, March 31 (Saba) - The total development projects funded by the Japanese government during the period 2008-2009 is 16 projects at a cost of $1.2 million. A statement issued by the Japanese embassy indicated that the Japanese development projects covered 11 governorates via civil society organizations, local council, health and education offices, water authority and international organizations working in Yemen. The Japanese embassy pointed out support for infrastructure of schools to encourage more students to the enrollment in basic education, assess the disable people to integrate into the community through training and rehabilitation and improving health status and clean environment in residential areas. The embassy also called the civil society organizations in some of districts to submit requests to finance eligibility projects at cost less then $100,000 for 2009.

Health ministry, JICA sign $1 mln agreement to combat malnutrition

SANA'A, March 16 (Saba) - Ministry of Public Health and Population and Japanese International Cooperation Agency JICA signed on Monday an agreement of motherhood and childhood project at sum of $1 million. The cost of the project is $1.2 million for four years starting from this year to improve nourishment and health among mothers and children in rural regions in Sana'a Hadramout and Ibb governorates. The agreement was signed by the minister of public health and population Abdul-Kareem Rasa and representative of the JICA in Yemen. Rasa pointed out to the efforts of the ministry to combat the malnutrition among mothers and children in the country, saying that the ministry contacted recently with several countries and donors to help in reducing impacts of this problem.

On the other hand, Rasa held talks with the United Nations Children's Fund - UNICEF representative to Yemen Abduh Karim Adajadi over health cooperation between the ministry and the organization in combating malnutrition. The UNICEF voiced readiness of the organization to present $5 million to support efforts of the country to combat malnutrition in coming period.

Yemen, JICA sign minutes to set up 19 water projects

SANA'A, March16 (Saba) - Yemen and Japan International Cooperation Agency (JICA) signed on Monday the minutes of preparing studies and designs of 19 water projects to be set up in Taiz, Dhamar, Sana'a and Mahweet. In a statement to Saba, Chairman of General Authority for Rural Water Projects Ali al-Surmai said the JICA had already sent a Japanese team to prepare the surveys regarding to the basic designs for completing the water projects, pointing out the water projects aims to improve health and livening standards in these provinces of the country. Deputy Japanese FM due in Yemen

The Japanese official, during his three-day visit, will discuss with Yemeni officials the bilateral relations between the two countries and means of boosting them. Taiz Local Council, JICA review water projects rehabilitation studies

Toyota & Suzuki seek to set up centers for manufactures in Aden

ADEN, March 09 (Saba) - The Japanese Toyota and Suzuki Motor Companies have showed keenness to set up centers for their manufactures in Aden Free Zone (AFZ) for exporting them to African and other neighboring countries. Deputy head of Free Zones General Authority, head of AFZ Dr. Abdul Jalil al-Shuaibi said to Saba that officials of the two Japanese companies have informed him their desire to set up these centers as he met with them in sideline of his participation in an investment promotion forum held last week in Japan. Al-Shuaibi pointed out that AFZ and the Investment General Authority have reviewed in the forum the available investment opportunities and investment Projects in Yemen as well as facilities which would be provided to investors. "The investment forum was organized by Japanese Cooperation Center for Middle East in Tokyo and Osaka on February 2-4", said al-Shuaibi.

Yemen, Japan sign grant agreement for Mahweet

SANA'A, March 07 (Saba) - Yemen and Japan signed here on Saturday a grant agreement for Mahweet province under the Japanese scheme called "Grant Assistance for Grass-roots Human Security Projects". The grant aims to improve the activities of the Society for Care and Rehabilitation of the Deaf and Dumb in Mahweet through buying buses and various sewing machines to improve its members' abilities and skills. The grant was signed by the Society's head in Mahweet Mohammad al-Shatibi and the Japanese ambassador to Yemen Masakazu Toshikage.

It is worth to mention that Japan has funded several projects in Yemen during the period April 2008 - March 2009 at a cost of $1,217,807 under the Japanese scheme.

Japanese embassy, Sana'a University inaugurate painting exhibition

SANA'A, Mar. 04 (Saba) - Japanese embassy in cooperation with Sana'a University inaugurated on Wednesday a painting exhibition for modern architecture of the Japanese city Kumamoto. During the inauguration, undersecretary of Ministry of Culture for Works and Intellectual Property Sector Hisham Bin Ali pointed out that the organization of these exhibition comes within the framework of enhancing the scientific and cultural cooperation between Yemen and Japan. The organization of this exhibition reflects the artistic combination between the originality and modernity of Japanese architecture and the traditional Islamic architecture of Sana'a, he added. Vice rector of Sana'a University for academic affairs Ahmed al-Kibsi pointed out the cooperation between Sana'a University and Japanese universities, particularly in visits, scholarships and information exchange between universities' students, welcoming the presentation of Japanese activities at the university. The chargé d'affaires of the Japanese ambassador Yama Gucci said that Kumamoto city art project was launched in 1988 and the city is located in south-west of Japan, reviewing the repeated stereotypes of construction during the height stage of Japan economic growth. Since then, more than 100 architect work have been developed paying more attention to the environmental, practical and design aspects, pointing that the exhibition contained more than 70 wonderful paintings, he added. It is worth to mention that the exhibition's activities will continue until the 17th of March.

Yemen participates in Investment Promotion Forum in Japan

TOKYO, Mar. 02 (Saba) - Yemen Participates in the Investment Promotion Forum for Middle East and South Africa kicked off on Monday in the Japanese Capital, Tokyo, for two days. During the forum, Chairman of General Investment Authority Salah al-Attar, who headed the Yemeni delegation, presented a paper on the various investment opportunities available in Yemen, highlighting the latest reforms achieved in the country in accordance with the international standards to attract foreign investors. Deputy Chairman of the General Authority of Free Zones and the Chairman Aden Free Zone Abdul Jalail al-Shuaibi showed during the forum the investment opportunities in the Aden free zones, making reference to the unique position of Aden as a link between the north of Europe and the Far East of Asia. Paintings showing Japanese architecture in Sana'a University

SANA'A, Feb. 28 (Saba) - Japanese Embassy in cooperation with Sana'a University is to organize "Art of the State of the City - Kumamoto" exhibition for modern architecture on Wednesday. It is scheduled the exhibition will be held in Al-Ershad Center's hall and will include more than 70 wall portraits show models and designs of modern architecture of Kumamoto Japanese state. The exhibition to be held in the University will contain more than 70 paintings showing the modern architecture at Kumamoto. "Art of the State of the City - Kumamoto" exhibition comes within a cultural project started in 1988 in order to improve the architectural culture of the state and the whole world. The project has gained a wide reputation. It implemented more than 70 projects included cultural centers, libraries, theaters, schools, residential buildings and bridges during the past twenty years.

JICA girl education project in Taiz reviewed

TAIZ, Feb. 26 (Saba) - Taiz Governorate Undersecretary Abdul Qader Hatem has reviewed with expert of girls education project at the Japanese International cooperation Agency (JICA) the project's activities in Taiz. The project included building an improving the school environment for 59 schools in Taiz governorate for the last three years. During the meeting, Hatem has hailed cooperation level with Japanese friends, valuing achievements of JICA project in the governorate that gathered between environment and school. Hatem has showed the governorate's readiness to provide all facilities for JICA and work to sustain such projects as well as the new ones. For her part, JICA Expert has showed her admiration for successful educational management in the schools implemented by JICA, pointing out the importance of focusing on positive sides and avoiding the negative ones in addition to providing the operational expenses for these schools.

Yemen to partake in 2009 Investment Promotion Forum

General Investment Authority's Head Salah al-Attar declared in a statement to Saba that the forum aims to transfer technology from Japan to Middle East and North Africa countries through the promotion of investment opportunities available in Middle East region and attract the Japanese capitals to invest in.

AMRAN, Feb. 24 (Saba) - Secretary General of Amran governor Saleh al-Makhlos discussed on Tuesday with the Japanese deputy ambassador to Sana'a over development support presented by the Japanese government to the governorate. They discussed recent grant presented by the Japan to the Amran Hospital which includes medical equipment and future projects that might the Japanese government could do in future in the governorate especially in water, health and education sectors. The delegation of the Japanese embassy voiced readiness of the Japanese government to support to the governorate in coming period. The delegation also pointed out that Japan funded around 17 projects across the country at a total cost of $1.3 million during the 2007-2008 fiscal year. Japanese universities desire to restore affected historical sites in Hadramout

SAYOUN, Feb. 19 (Saba) - Deputy governor of Hadramout Ahmed al-Jonaid met on Thursday a delegation of the Japanese universities who is currently visiting the country. The deputy governor discussed with the delegation contributions of those universities to restore several cultural sites in the governorate which were affected by the flood-hit the governorate last October of 2008. He highly appreciated the desire of the Japanese universities to contribute to restore the historical sites in Yemen, saying that the Hadramout valley enriches with cultural and historical sites. The head of the delegation voiced readiness of the universities to restore the historical sites that were affected by flood, saying that the delegation has conducted studies on some sites in the governorate and would show them for Japanese affairs ministry to start works of restoring in coming period.

PEC, JICA discuss technical support for power sector

SANA'A, Feb. 15 (Saba) - The Public Electricity Corporation (PEC) held talks here on Sunday with the Japanese International Cooperation Agency (JICA) the technical assistance areas for the power sector in Yemen. The talks co-chaired by the PEC General Director Abdul Mo'amin Mutahar and the JICA Adviser in Project formulation Megumi Choto dealt with requisite steps to launch a complete study on the current condition of the BEC to be carried out by JICA. The study includes surveying the corporation's electrical system in areas of finance, technology, organization, administration and operation as well as pinpointing the weakness and success aspects in its performance. The kinds of technical assistance presented by JICA to the PEC will be determined according to the outcomes of the study which will be started next March lasting for four months. Furthermore, Yemen may possibly get assistance from the Japanese government to overcome the electricity generative deficiency and to improve the electrical system performance in Yemen.

Japan intends to establish new liquefied gas project in Yemen

SANA'A, Feb. 15 (Saba) - Director General of Japanese Liquefied Natural Gas Foundation expressed on Sunday his company's desire to establish a new Yemeni liquefied gas project for exporting abroad. During his meeting with Deputy Minister of Oil and Minerals Ahmed Dareas, the company Director General voiced his company's interest to invest in the areas of petroleum exploration and production as well as seismic surveys for oil services. The minister pointed out to the investment opportunities at the oil sector in Yemen, calling on the Japanese companies to take advantage from such opportunities.

Al-Jawfi inspects Japanese-funded schools construction

SANA'A, Feb. 14 (Saba) - Minister of Education Abdul Salam al-Jawfi inspected on Saturday ongoing construction in schools funded by Japanese government in each of Capital Secretariat and Sana'a government at cost of $10 million. The minister listened from the executing company to explanations on the first stage which includes the construction of two schools in the Capital Secretariat and three schools in the Sana'a governorate with all laboratory equipment, furniture in accordance with the agreed specifications. The company affirmed the five schools will be completed next March.

Yemen, Japan discuss historical places conservation in Hadramout

SANA'A, Feb. 11 (Saba) - Minister of Culture Mohammed al-Maflahi discussed here on Wednesday with a Japanese cultural delegation the possibility of contributing to conservation projects of historical places damaged by the heavy rains which invaded Hadramout province last year. During the meeting, al-Maflahi briefed the delegation on the report of Culture Ministry on counting the damaged archeological and historical places of which their estimated cost of repairing and conservation projects is $6 million. The minister praised the level of cultural activities carried out by the Japanese embassy in Sana'a, pointing out the specialty of cooperation ties between the two friendly countries and the level of Japanese support to development projects in Yemen. For her part, official of International Cooperation in the Japanese Foreign Ministry, head of the delegation, briefed the minister on the visit program of delegation which consists of specialists in antiques and geology field.

Yemen discusses fighting piracy efforts with Japan

SANA'A, Feb. 03 (Saba) - Yemen and Japan held talks here on Tuesday on the situation of Horn of Africa and exerted efforts to fight piracy in the Red Sea and Gulf of Aden. The First Undersecretary of Foreign Minister Mohi al-Din al-Dhabi discussed with Japanese ambassador to Sana'a Masakazu Toshikage on ways of reinforcing bilateral cooperation between the two countries. SANA'A, Jan. 31 (Saba) - Minister of Industry and Trade Yahya al-Mutawakel discussed here on Saturday with Japanese ambassador to Yemen Masakazu Toshikage on aspects of economic and trade cooperation between both countries. The meeting dealt with the possibilities of increasing the Japan's assistance to Yemen in support of food security strategy, particularly for building grain silos and encouraging competition in the grain trade the Japan's support for Yemen to join the World Trade Organization. ABYAN, Jan. 26 (Saba) - Abyan governor Ahmed al-Misari launched on Monday along with the deputy ambassador of Japan to Yemen works of medical equipment granted by the Japanese government to the Motherhood and Childhood Center in Zonjobar district of the governorate at total cost of $68,000. The governor appreciated efforts of the Japanese government and its assistance to the health center and its continuing support for the health services in the country in general. The Japanese diplomat pointed out to the Japanese program for supporting domestic projects in domains of health, water, and education.

Aden governor praises Japanese assistance in Aden

ADEN, Jan 26 (Saba) - Aden governor Adnan al-Jafri valued on Monday Japanese assistance for the governorate in fields of cleaning up and hygiene system. In a ceremony of launching telecom system project for the cleaning up sector in the governorate, al- Jafri highlighted good level of the relationship between Yemen and Japan, affirming concern of the governorate to cooperate with the Japanese embassy in different fields. For his part, the deputy ambassador of Japan to Sana'a said that the Japanese assistance aimed at improving cleaning up in the governorate. The director of the cleaning up fund in the governorate Nabil Ghanim said that the project would help in making contact between vehicles of cleaning up easy to do their works faster. The project was funded by the Japanese government.

Japan delivers Yemen trucks, waste containers of $85,500

LAHJ, Jan. 25 (Saba) - Japan delivered on Sunday to the Cleaning and Improvement Fund in Lahj governorate four trucks and 20 waste containers at a cost of $85,500. In the delivery celebration which attended by the Deputy Japanese Ambassador Matahiro Yamaguchi, Lahj Governor Mohsen al-Naqeeb praised the Japanese government assistance for Radfan four districts in the governorate, pointing out the necessity of continuing such support to include other fields.

Worth mentioning is that the Japanese government has financed more than 59 projects in Yemen at an estimated cost of $4.9 million during the last three years.

Japan grants YR 17 mln to improve Wadi Dhar Health Center

SANA'A, Jan. 21 (Saba) - An agreement of the Japanese grant to supply Wadi Dhar Health Center in Sana'a governorate with medical equipment was signed on Wednesday at amount of YR 17 million. The agreement was signed by the head of the health office in Hamdan district Foaud al-Hawari and Japanese acting ambassador to Sana'a. In a statement to Saba, the director of health office in the governorate to Sana'a Khaled al-Montasr said that the grant would contribute to improve the health services in the center. The grant comes with in the Japanese scheme called "Grant Assistance for Grass Roots Human Security projects".

Measures of implementing project of fating tuna discussed

SANA'A, Jan 05 (Saba) - Minister of Fisheries Wealth Mohammed Shamlan held a meeting on Monday with the representative of Japanese Sojitz Corporation over measures taken to carry out a memorandum of understanding signed between the two sides to implement a project of fatting tuna at sum of $20 million. The meeting discussed techniques that would be used in implementation of the project, which aims at fatting small tuna to increase its weight to be 400kg. The representative of the Japanese corporation said that it is first experiment in Yemen and the region in general. The minister expressed readiness of the ministry to offer all facilities for the Japanese corporation to do its project within agreed executive program. On the other hand, the minister met chairman of the Austrian G U Space company over possibilities of benefiting from the services of the company in filed of space monitoring. The minister said that the Yemeni fisheries sector needs for a modern monitoring system to observer ships and boats entering the Yemeni regional waters to recognize illegal fishing acts. He said that the ministry would study offer of the company in this regard.
